If you are downloading it from rednagon, you'll have to have the shiny version of the rom. Otherwise it's going to be locked.
rednagon doesn't seem to have a listing for the Emerald rom, so I'm guessing that it is hidden. However it's not that hard to find. It's on third party ROM download sites, like romhacking.net or RomHacker. Then just open a search engine and type in something like "ruby rom download" and Emerald rom.

I'm not sure how to access a vector outside of my function. I tried declaring a vector outside of the function, but when I try to access the vector, it's empty. I'm declaring the vector as a global variable.

You're defining nodes out of the scope of the main function. The global variable is just a copy of a vector, so it won't work. You should define it inside the main function.

You should also consider returning the vector by reference to avoid copying the vector.
